What is the University of the Sea?

 

The University of the Sea (UMAR) is a public institution of higher education and scientific research of the state of Oaxaca, which has the support and recognition of the federal government. UMAR is based on the new university model of the Mixteca Technological University (UTM), also in the Oaxaca System of State Universities (SUNEO).

Professional training at UMAR uses a full-time schedule, in which the students and the professors interact in theory classes, personal tutorials and field work.

UMAR's educational model takes place in facilities that are situated in healthy and suitable environments for professional training, appropriate to meet the needs of an ever-changing world. We have the following services: libraries, computer laboratories, and laboratories for the following: food engineering, oceanography, biology, chemistry, physics, aquaculture, microalgae, tourism, and languages. Depending on the needs of the various campuses, we also have auditoriums, seminar rooms, research institutes, an oceanographic research boat, cafeterias, and housing for professors, among other services.

History

The decision to create the UMAR was made in 1991 by Lic. Heladio Ramirez Lopez, Governor of Oaxaca State (1986-1992).

Doctor Modesto Seara Vázquez, Director of the Universidad Tecnológica de la Mixteca (Technological University of the Mixtec), was in charge of the design and execution of the UMAR.

He decided to establish it in the facilities of the Secundaria Tecnica Pesquera (Technical Fishing High School) in Puerto Angel, which were relocated in close proximity.

Concluding the remodeling work, the university was formally inaugurated on August 22, 1992.

In 2001, activities were initiated at the campuses in Puerto Escondido and Huatulco.

 

 

 

 

Coat of Arms and its meaning

A. Representation of Venus in the Mixtec culture. It is attributed with concepts such as the daily appearance of new things, like the renovation of life and spirt.

B. Representation of a place. A worldly deposit which is represented by a vessel cut in half where the elements of earth, water, and the energy of the human body are combined. Resulting from this combination arises a book representing research at the top of the vessel, giving origin to the perfection of knowledge. Two small rods are created from the book, which in the Mixtec culture (like in the majority of Prehispanic cultures) represent the diffusion of knowledge through words.

C. Representation of an aquatic current. This type of artistic design can be found in the majority of Prehispanic cultures, and deals with water-related themes, an element of the utmost importance, the quality of which was dependant on the goodness of the gods. As all of the UMAR's activities are oriented with the aquatic medium, this representation of the water element was chosen because it binds all of the significance of the iconography and inscriptions of the coat of arms. Together with the text “UNIVERSIDAD DEL MAR” placed in a semicircle, they represent the importance of water for our planet. Cascading from both sides of the text are waterfalls marking the institutions activities, arriving to a base where the text “OAXACA” is found, signifying the place where the benefits of this vital element will be deposited.

D. The UMAR initials. Of these letters, the U is presented in a darker color than the rest, as it is the first letter of University, while the others form the word MAR (sea). The letters of the word MAR are united, representing the interdisciplinary nature of knowledge.

E. The Latin saying “mare nostrum veritabile faciendum” means “we shall make the sea truly ours”, ideal for the university and its activities, which is graphically demonstrated by its location at the base of the institution's initials.

F. The three environmental mediums. Three lines of distinct colors, each one representing respectively the sky, the earth and the sea.

Educational Model

The educational model of UMAR takes place in safe and appropriate environments for professional training, offering services such as libraries, computer labs, other laboratories, auditoriums, cafeterias, and housing for professors, among others.

What we are about:

  • Teaching. We offer higher education programs at the bachelor´s, master´s and doctoral levels, providing an excellent education for professional researchers and highly trained professors.
  • Research. Through our on-going development in research and higher education, we contribute greatly to the economic, technological, and cultural independence of the country, thus creating conditions that bring about an appropriate social development.
  • Cultural Promotion. We encourage all type of activities aimed at the preservation and growth of our cultural heritage, its archeological sites and indigenous languages, as well as expressions of community life that exemplify our national identity.
  • On-going, timely and topical research at a regional, state and national level. We carry out scientific, humanistic and technological research that focuses mainly on dealing with problems of the state and the country.

 

To support the well-rounded education of the student, UMAR has developed its model of teaching based on the following foundations and requirements:

  • Students have a full-time schedule, with an attendance policy of 80% which includes library study time, computer lab time, conferences and tutorials.
  • Students are assessed on an on-going basis: (mid-term, ordinary, final, special and make-up exams).
  • Students are offered tuition exemption through scholarships, regardless of the number of students who have problems with finances or a lower academic background.
  • Parent and tutor involvement in the academic process through an on-going dialog between the university and tutors.
  • Rules and regulations that seek a balance in work ethic, social responsibility and freedom.
  • Research professors are hired on a full-time basis. They divide their time between teaching and research.

 

 

Using an academic strategy, the research professors are the pillar of the academic model. In carrying out their work within a process of teaching and learning, the professors reflect the UMAR curricular model.

Our Mission

We are a decentralized public institution, created and supported by the Oaxacan state government to contribute to the expansion and growth process of teaching, research, cultural promotion and development. Our goal is to create equality of access and territorial distribution of opportunities for the Oaxacan population as well as for the whole country. Our services are carried out with a high quality, relevance and social commitment. Social solidarity, the respect of human dignity, care of the environment, and civic co-responsibility within the community are the principals that guide the daily academic life of the staff, students and graduates.

General Structure

The annual budget is covered by the state government of the department of public education, along with donations, endowments, and student service and enrollment fees.

Officers of the University

The leading faculty members include:

  • Rector. The main authority of the university system. His main objective is to make sure that the goals of the university are carried out. He directs and coordinates the implementation of the duties and activities of daily academic and administrative life, as well as advocating services that promote development of the of the coastal area and the entire and state of Oaxaca.
  • Academic Vice-Rector. Coordinates and supervises the activities for planning, scheduling, development, control, evaluation of teaching and research, as well as activities dealing with the dissemination of information regarding the growth and development of the university, in accordance to the established rules and regulations of the university.
  • Administrative Vice-Rector. Is in charge of directing, coordinating and supervising the administration of human resources, at both the physical and financial level, as well as providing general services as deemed necessary, according to the rules and procedures established in the university legislation, for the appropriate development of institutional functions.
  • Vice-Rector of Relations and Resources.
  • Department Heads.
  • Research Institute Directors.
  • Other University employees. Are granted authority by virtue of the university regulations.

 

Collegial bodies

  • The Academic Council deals with budgetary responsibility and also confirms those selected to be promoted & those who shall compile the body of definite Professors, the curriculums, etc.
  • The Economic Council, an organ of liaison between the university and society, which consists of representatives of the University itself, the state government and civil society.

Awards given to students include:

  • Miriam Mora Pérez was awarded The Dr. Mario Lara Award for the best thesis in the program in the area of coral reef ecosystems. She got this award at the Second Mexican Conference on Coral Reefs at the UMAR Campus in Puerto Angel.
  • National Oceanography Award “Pedro Mercado Sánchez”, in his presentation type (student oral for the bachelor’s degree), XIII National Congress of Oceanography in Puerto Vallarta, Mexico, Oct. 11, 2002. “Batimetria Study through Remote Sensors in the Coastal Area of La Boquilla – Barra de Tonameca, Oaxaca, Mexico”.
  • The magazine EXP published by Expansion Publishing gave first prize to UMAR student Jesus Alberto Santos Altamiranom, en the essay contest organized with the company Mont Blanc, for his work titled “De mi puño y letra”.
  • December of 2004, the National University Advertising Award was given to Juan Pablo y Jorge Ramirez de la Mora, from the Communications Program, Huatulco Campus, They took first place in the televisión category, an sponsored by the National Advertising Association. Topic: Combatting Insecurity.
  • Lorena Alamo Fentanes. Tenth semester Tourism Administration student, UMAR Campus Huatulco. She won a trip to France in the French Language and Culture Contest organized by the French Alliance of Mexico.
  • Felipe Valdivieso Vega. Premio Estatal de la Juventud 2005 Medalla Luis Donaldo Colosio Murrieta.
